Cousin Help!

I have received some help from one of my cousins.  How Excellent!  They took some Smith Family Oral History and had it typed February 27, 1977.  Was it Correct?

Jincy Ann Newman was born in Parkersburg, [Wood County], Virginia (in 1863 became West Virginia).
